Chris Davis

Chief Security Officer, SEQURUS

Mr. Davis, a native of New Jersey, attended high school in Washington, DC, earning High School All-America and Washington, DC Player of the Year honors for his accomplishments in football. Mr. Davis received athletic scholarships to attend Purdue and San Diego State Universities where he earned his Bachelor of Science Degree in Criminal Justice. Subsequent to his undergraduate schooling, Mr. Davis received a postgraduate Paralegal certification from the University of San Diego and a Masters Degree in Criminal Justice from Boston University.Following completion of his undergraduate academic requirements, Mr. Davis went on to enjoy a career in professional football as a member of the New York Giants and the New England Patriots of the National Football League, and overseas in Europe where Mr. Davis was a player/coach. In addition, Mr. Davis coached football collegiately at Plymouth State University (NH) prior to his acceptance into the FBI.Upon graduation from the FBI Academy, Mr. Davis was assigned to the Los Angeles (LA) Field Office where he investigated a variety of matters including bank robberies, fugitives, gangs, and drugs, before settling into the counterterrorism (CT) arena. Mr. Davis is a Bureau-certified Defensive Tactics Instructor, Post Blast Bomb Investigator, SWAT Commander, and General Police Instructor. Mr. Davis was one of several Case Agents significantly assigned to the Oklahoma City Bombing investigation and has been collaterally involved in many of the FBI’s most significant CT investigations. Mr. Davis has received numerous Incentive Awards and Letters of Commendation for his investigative accomplishments and for his dedicated work with underprivileged children.In 1997, Mr. Davis was promoted to the position of Supervisory Special Agent at FBI Headquarters’ (FBIHQ) CT Division where he served as the Program Manager for the FBI’s CT, Weapons of Mass Destruction, Nuclear, and Counterproliferation programs, providing oversight management to FBI investigations and operations/initiatives throughout the world. Mr. Davis developed global security management standards, enterprise-wide security strategy, policy and guidance doctrines designed to enhance operational efficiencies.In 1999, Mr. Davis was promoted to the position of Field Supervisor and returned to LA to spearhead and supervise the LA Joint Terrorism Task Force (JTTF), at that time the FBI’s second largest JTTF. There he was involved in significant CT and Civil Rights-Hate Crimes investigations/operations including, but not limited to the 2000 Democratic National Convention and the 9/11 investigation. Mr. Davis developed and initiated program/policy strategy and managed joint interagency coordination. He set program goals and objectives, and provided leadership and daily supervision to employees. Mr. Davis also established strategic and tactical organizational policies and protocols. In 2002, as a result of his CT and leadership expertise, Mr. Davis was named as a Sector Commander for the Winter Olympic Games in Salt Lake City, Utah. He was hand-selected to lead, manage, and direct interagency investigations and assets charged with ensuring venue/operational security for the Olympic Games and in the development of security and contingency plans. Following the 2002 Salt Lake City Olympics, Mr. Davis was promoted to the position of Assistant Legal Attaché at the United Stated Embassy in Ottawa, Canada, where he oversaw CT investigations and operations. As a United States Diplomat assigned to Canada, Mr. Davis initiated the development and maintenance of extensive/enduring international partnerships to advance intelligence and organizational priorities. He provided expert leadership, supervision, and guidance on complex bi-lateral cross-border investigations and other matters necessary to achieve and sustain desired U.S. Government goals and objectives. Mr. Davis developed and implemented security and contingency planning expertise in support of the 2002 G-8 Summit; Presidential, Secretary of State and Attorney General Delegation visits, and for Super Bowl XL. He identified and corrected physical and personnel security risks while assigned overseas. In June, 2006, Mr. Davis was promoted to the position of Assistant Special Agent in Charge of the FBI Tampa Field Office where he was responsible for the Orlando Office, CT (IT/DT/WMD), Civil Rights, Special Weapons and Tactics (SWAT), Evidence Response Team, Hazardous Materials, Bomb, Law Enforcement Outreach, and Special Events programs. He led, directed and managed business operations, budget formulation, and over 200 personnel as agency head of the FBI’s Orlando office. Mr. Davis developed program management standards, policy/protocol guidance, accountability doctrines, performance metrics, achievement deadlines and diversity training and recruiting. He developed security/emergency contingency plans for major special events and for the FBI Orlando Office to enhance personnel & facility security and led investigations and intelligence collection. Mr. Davis cultivated and maintained strong industry, media, public, and private-sector partnerships. He served as a member of the FBI Special Events Executive Management Security Team and of Public Safety Sub Committees for Super Bowls XLI, XLII, & XLIII, conducted security surveys, identified physical security risks, and established security solutions to eliminate/mitigate these potential threats which enhanced the safety of Super Bowl operations. Mr. Davis was also principally responsible for directing and managing the FBI’s security apparatus for SB XLIII; 2008 MLB World Series; 2008 NBA Finals; Annual College Bowl Games (i.e. Outback, Champs Sports, & Capital One); the 2012 NBA All-Star Game and Weekend; 2012 NATO Summit (Chicago); and for the 2012 Republican National Convention (Tampa). In June, 2012, Mr. Davis was promoted into the FBI’s Senior Executive Service (the FBI’s top one percent and highest rank), where he served as an Inspector in the FBIHQ Inspection Division in Washington, DC. In that capacity, Mr. Davis was one of seven Senior Executive FBI Inspectors charged with leading compliance and performance audits of all FBI domestic and international operations, investigations, intelligence collection, shooting incidents, and FBI Director’s special projects to ensure maximum organizational effectiveness. He reduced his findings into comprehensive written assessments and determinations of efficiency. Mr. Davis anticipated and identified risks; developed sustainable solutions and provided enterprise-wide recommendations and instructions for more effective preemptive and proactive strategies in achieving FBI organizational goals and objectives.In October, 2013, Mr. Davis retired from government service and co-founded SEQURUS (www.sequrus.com), a strategic consulting firm specializing in corporate risk mitigation, due diligence/background investigations, business performance evaluation, process improvement, security consulting, corporate integrity, fraud prevention, risk/security assessments, infrastructure protection, leadership development, and public speaking. SEQURUS clients have included Wyndham Worldwide and Wyndham Vacation Ownership, the Minnesota Vikings, Welk Resorts, the NBA Players Association, Purdue University, Texas A&M University, Robert Morris University, as well as several others. In addition, Mr. Davis collaterally served as a Senior Vice President for Contemporary Services Corporation (www.csc-usa.com), a global leader in crowd management and event security. In this capacity, Mr. Davis developed and enhanced crowd and arena management security operations and emergency preparedness strategy for sporting events; cultivated strategic alliances and expanded business development opportunities. Mr. Davis now serves as the Chief Security Officer of NASCAR. He is responsible for leading strategic development and execution for corporate, facility, event security, and executive protection. Mr. Davis works closely with international, federal, state, and local law enforcement agencies; the Intelligence Community and collaborates with other professional sports associations on behalf of fans, venues, teams, and infrastructure. In this capacity, Mr. Davis has assumed leadership of NASCAR’s enterprise-wide security strategies.
